I'm the maker of BoincTasks and the function get_user.php used to be available to produce xml data.
The replacement function should be
e107/rpc/get_user.php

It's there in github, but seems to be missing on the server.

It isn't missing, it's been restricted to just the project sites. The api was getting abused and causing problems on the server. I removed access to it well over a year ago.
